SEMINAR | Where’s the Funding? Building the Business Case for Sustainable Stormwater Management

Stormwater managers have struggled for decades with funding for stormwater that is ad-hoc, poorly directed or simply inadequate to meet community needs for clean, healthy and resilient waterways.

This in-person seminar is a part of a series of events by Stormwater NSW that not only seeks to develop a common understanding of stormwater funding issues but to elicit industry views on possible solutions.

The outputs from this seminar will be used to help in advocating to the NSW Government for changes to stormwater funding models commencing with a renewed call to increase the stormwater management service charge.

Seminar participants will hear from a wide range of speakers from across and outside of the stormwater industry. Participants will also be invited to share their experience and have their say on ways forward to improve funding.

The seminar is designed for those affected by funding decisions or who have the power to change, or wish to advocate for change on how stormwater management is funded.

PRESENTER OVERVIEW | Matt Edgerton

Matthew Edgerton is a consulting economist with more than 20 years’ experience in regulatory economics and public policy, and currently works at Frontier Economics. Matt has advised government departments and utilities on a range of issues related to the water sector including regulation, governance, investment evaluation, pricing and cost recovery. This has included, for example, advice to the NSW Department of Planning and Environment on
catchment-wide stormwater and waterways governance and cost recovery arrangements in Western Sydney.

Matt has also held a senior role in IPART which included overseeing IPART’s regulation of Sydney Water’s prices and charges for its stormwater services and reviewing high value local council infrastructure contributions plans including proposed charges to recover stormwater infrastructure costs.

PRESENTER OVERVIEW | Morgan Spruce

Morgan Spruce is a senior engineer with 16 years of local government experience in environmental and civil engineering design, construction, project delivery and asset management.

Morgan currently works with the Roads & Transport Directorate, a joint initiative between IPWEA NSW & ACT and Local Government NSW, where he assists NSW councils to improve their capability and maturity in asset management.

Morgan will discuss how councils plan for and invest in stormwater assets to improve their performance as well as addressing challenges around ensuring long-term financial sustainability of assets.

PRESENTER OVERVIEW | Dan O’Halloran

Dan is an urban water consultant for Alluvium and based in Melbourne with a background in economics, environmental engineering and
sustainability. He has over 20 years experience in the private and public sector preparing integrated urban water management plans and strategies for local councils, water authorities and the development industry.

Dan will discuss the challenges in meeting targets for stormwater volume reduction and quality to help protect receiving waterways. Dan will look at the use of these targets in both greenfield and urban infill context, contrasting the approaches with Melbourne and Sydney.

PRESENTER OVERVIEW | Kate Beatty

Kate Beatty is the Senior Analyst within the Economics and Regulation Team at Sydney Water where she has recently been leading the integrated water cycle management workstream for Sydney Water’s current price proposal to IPART.

Kate will be discussing the work Sydney Water has done to build its business case for changing the way Sydney Water charges for stormwater services. The implications for local government and the broader stormwater industry will also be discussed.

PRESENTER OVERVIEW | Bruce Thom

Professor Bruce Thom is a distinguished coastal geoscientist who has been at the forefront of coastal policy and management in Australia for many decades. He has served on both Australian and NSW government advisory committees since 1989 and continues to be a strong advocate for integrated catchment and coastal management.

Bruce will initially reflect on the current state of catchment and waterway management in NSW. He will then discuss the potential of recent NSW Government initiatives such as the NSW Water Quality Governance Roadmap to drive improvements in stormwater governance and funding.
