Issues like stormwater management\, urban waterways\, marine environments\, urban development\, human health\, biodiversity\, and climate change are all interconnected\, yet they are often treated in isolation. This separation is understandable\, as addressing them together presents complex social\, economic\, and technical challenges. However\, if we are to overcome the challenges facing us\, these issues must be tackled as a whole. \nFranc recognizes the importance of this integrated approach and seeks to meet the challenge by fostering collaboration and mutual understanding. No single group has all the answers\, so the franc community is made up of professionals\, scientists\, researchers\, business leaders\, and advocates from diverse sectors who share a commitment to systemic change. This collaborative effort aims to design resilient cities\, incorporating urban water management and blue-green infrastructure to create sustainable\, humane development that mitigates the environmental risks we face\, such as urban expansion\, pollution\, and climate change. \nBy advocating together for the necessary policy changes\, franc aims to ensure a healthy and prosperous future for society. non-members\n\nRegister here. \nMarket-based instruments (MBIs) have emerged in recent decades as a promising environmental policy tool that can complement traditional forms of environmental management\, that is\, government provision\, regulation and education. \nOpportunities for applying MBIs to stormwater management have been researched in Australia and internationally\, leading to the investigation and take-up of MBIs in several jurisdictions. \nThis webinar\, hosted by Stormwater NSW and sponsored by Water Technology\, will introduce the history of stormwater-related MBIs and showcase several examples. \nYou’ll hear from leading researchers and economists about not only the economic basis of MBIs but also their technical\, social and administrative aspects. \nThe future of stormwater-related MBIs in Australia will also be explored. \n  \nSPEAKERS \nEvan Branosky\, Principal\, Ecomarket Services LLC \nEvan Branosky has over 20 years of experience in environmental policy\, conservation finance and market-based environmental programs across the public\, private and non-profit sectors in the US. He recently served as Virginia’s chief stormwater advisor leading a $7 million multi-pronged stormwater strategy. Evan also chaired the US EPA’s Chesapeake Bay Program Trading and Offsets Workgroup\, served as initial manager of the District of Columbia Stormwater Retention Credit Trading Program and coordinated the World Resources Institute’s domestic and international climate programs. In the private sector\, he initiated\, brokered and closed several of the first pay-for-water-quality outcomes transactions in Maryland\, Pennsylvania\, and Virginia\, valued at over $15 million. \nEvan will introduce the internationally-recognised stormwater retention credit trading program in Washington DC\, as well as nutrient trading programs in the Chesapeake Bay watershed that include the stormwater sector. Evan will also discuss recent ‘pay-for-outcomes’ approaches to nutrient reduction in the Chesapeake Bay watershed that allow urban stormwater to compete against sectors such as agriculture and wastewater. \n  \nJeremy Cheesman\, Associate Director\, Marsden Jacob Associates \nJeremy is an applied natural resource and environmental economist specialising in water and the environment. He advises governments\, the private sector and not-for-profits on environmental market design and implementation\, and approaches for scaling and accelerating investment in natural capital. As a member of the Victorian Stormwater Ministerial Advisory Committee\, Jeremy helped lead the development of the Victorian stormwater offsets framework and helped implement the scheme with around 12 Victorian councils. He has also designed innovative and award-winning auctions and cap & trade approaches to address urban and rural catchment and waterway issues\, and vegetation management issues. \nJeremy will introduce the different MBIs used around the world based on a review of international practice. He will then look at examples of MBIs used in Australia including stormwater offset schemes\, rainwater tank auctions and environmental water recovery programs. Drawing on lessons learnt in establishing and operating these different MBIs\, Jeremy will consider their future in Australia. \n  \nTim Fletcher\, Professor\, University of Melbourne \nTim is a Professor of Urban Ecohydrology and an Australian Research Council Industry Laureate Fellow at the University of Melbourne\, with internationally recognised expertise in stormwater management. His research focus includes urban hydrology\, stormwater quality and the design and performance of novel stormwater treatment and harvesting systems. With colleagues Chris Walsh and Darren Bos\, Tim led the Little Stringybark Creek Project\, a world-first attempt at catchment-scale retrofit of WSUD with the aim to simultaneously restore the ecological health of the creek and deliver a new urban water supply. Tim currently co-leads the Melbourne Waterway Research Practice Partnership at the University of Melbourne.  \n \n  \nDarren Bos\, Senior Research Fellow\, University of Melbourne \nDarren is a co-leader of the Melbourne Waterway Research-Practice Partnership. With a background in terrestrial ecology\, Darren’s most recent research is concerned with the catchment scale retrofit of stormwater control measures\, focusing on mechanisms to encourage community participation. Darren was the Project Coordinator for the Little Stringybark Creek Project and now co-leads delivery of the Monbulk Creek Smart Water Network\, helping guide the associated stormwater policy learnings. \nTim and Darren will initially discuss how MBIs were used to encourage installation of allotment- and precinct-scale stormwater control measures in the Little Stringybark Creek Project. Building on these findings\, they will then discuss current development of a smart rain grid involving real-time control of rainwater tanks and how it could create a new business model to address stormwater management problems over the long-term. \nRegister here.

This includes the Japanese philosophy and values underpinning MJH Group’s approach to erosion and sediment control\, innovative erosion and sediment control practices\, and the Group’s relationships with contractors\, compliance officers and clients. \nPresenter Overview\nDallas Frazier\nPresident | Australasian Chapter of the International ErosionControl Association \nDallas is an environmental scientist with numerous industry qualifications and with a strong background in environmental management and sustainability on large and complex civil infrastructure projects. In his role as President of IECA Australasia\, Dallas oversees the promotion of best practice erosion and sediment control through training\, certification\, participation in industry groups and awards. \nDallas will discuss current initiatives of IECA Australasia such as the new Australia- wide E&SC certification\, incorporation of First Nations knowledge into E&SC practice\, and the promotion of more sustainable E&SC. \nPresenter Overview\nKate Balding\nEnvironment Health Officer – Soil & Water |  Shoalhaven City Council \nKate is an Environmental Health Officer with Shoalhaven City Council with responsibility for erosion and sediment control. As well as overseeing all site inspections and follow-up actions\, Kate has conducted close to 600 site inspections last financial year alone. In a role where ongoing regulation and industry connections can often be strained\, Kate has not only built a positive relationship with the construction industry\, she is working to influence the approach of other regulators in the industry. \nKate will discuss her role in implementing a proactive erosion and sediment control program in the Shoalhaven in which she has achieved a compliance rate well above the state average and educated the local building industry on environmental harm. Kate will discuss the balancing of education and enforcement\, building relationships with builders and developers\, and the importance of networks\, regional partnerships and collaboration. \nPresenter Overview\nKel Sanson\nSenior Environmental Consultant | Strategic Environmental & Engineering Consulting \nKel is a senior environmental consultant and certified professional in erosion and sediment control (CPESC) with the consultants SEEC. He has over 18 years experience in on-ground construction environmental management and regulation\, working across a wide range of construction sites from large infrastructure projects to residential subdivisions. Matt has advised government departments and utilities on a range of issues related to the water sector including regulation\, governance\, investment evaluation\, pricing and cost recovery. This has included\, for example\, advice to the NSW Department of Planning and Environment on\ncatchment-wide stormwater and waterways governance and cost recovery arrangements in Western Sydney. \nMatt has also held a senior role in IPART which included overseeing IPART’s regulation of Sydney Water’s prices and charges for its stormwater services and reviewing high value local council infrastructure contributions plans including proposed charges to recover stormwater infrastructure costs. \nPRESENTER OVERVIEW | Morgan Spruce\nMorgan Spruce is a senior engineer with 16 years of local government experience in environmental and civil engineering design\, construction\, project delivery and asset management. \nMorgan currently works with the Roads & Transport Directorate\, a joint initiative between IPWEA NSW & ACT and Local Government NSW\, where he assists NSW councils to improve their capability and maturity in asset management. \nMorgan will discuss how councils plan for and invest in stormwater assets to improve their performance as well as addressing challenges around ensuring long-term financial sustainability of assets. \nPRESENTER OVERVIEW | Dan O’Halloran\nDan is an urban water consultant for Alluvium and based in Melbourne with a background in economics\, environmental engineering and\nsustainability. He has over 20 years experience in the private and public sector preparing integrated urban water management plans and strategies for local councils\, water authorities and the development industry. \nDan will discuss the challenges in meeting targets for stormwater volume reduction and quality to help protect receiving waterways. Dan will look at the use of these targets in both greenfield and urban infill context\, contrasting the approaches with Melbourne and Sydney. \nPRESENTER OVERVIEW | Kate Beatty\nKate Beatty is the Senior Analyst within the Economics and Regulation Team at Sydney Water where she has recently been leading the integrated water cycle management workstream for Sydney Water’s current price proposal to IPART. \nKate will be discussing the work Sydney Water has done to build its business case for changing the way Sydney Water charges for stormwater services. The implications for local government and the broader stormwater industry will also be discussed. \nPRESENTER OVERVIEW | Bruce Thom\nProfessor Bruce Thom is a distinguished coastal geoscientist who has been at the forefront of coastal policy and management in Australia for many decades. He has served on both Australian and NSW government advisory committees since 1989 and continues to be a strong advocate for integrated catchment and coastal management. \nBruce will initially reflect on the current state of catchment and waterway management in NSW. The 2019–20 Australian bushfire season\, or Black Summer\, was one of the most intense and catastrophic fire seasons on record in Australia. Then\, during the disruption of Covid19\, five natural disasters and major storm events in 2021 (March and November) 2022 (February and June) and 2024 (April) all of which significantly impacted waterways. \nLandslip damage in the City of Blue Mountains alone\, exceeds $78 Million spread across 109 separate sites. This paper presents case studies using an evidence based approach to managing stormwater that involves collaboration by our three levels of government\, the university sector and community. Water Sensitive Blue Mountains Strategic Plan sets out actions needed to mimic natural hydrology & treat water as a valued resource. \nChris Manning\nWater Sensitive Cities specialist\, Water Sensitive Cities \nPresentation: Understanding the Lifecycle Costs of Water Sensitive Solutions \nWater Sensitive Cities Australia is collaborating with partners to improve understanding and estimation of lifecycle costs\, ensuring decentralized systems are considered early and properly resourced for optimal benefits. Chris’ presentation will also provide a project update and outline potential next steps\, subject to funding. \nSally Boer\nFounding Director\, E2Designlab \nPresentation: Strategic Asset Management for Improved Financial Planning of Green Infrastructure – MidCoast Council and Sydney Olympic Park Case Studies \nSally’s presentation will share strategic asset management approaches developed for MidCoast Council and Sydney Olympic Park Authority to support improved financial planning and management of WSUD and ecological assets. These projects developed costed and prioritised maintenance and rectification schedules to address present-day issues\, as well as long-term asset management plans and budget forecasting that lays the foundation for cost-effective management. \nRob Catchlove\nDirector\, Wave Consulting Australia and Wave Maintenance \nPresentation Overview \nModelling and budgeting for WSUD costs and maintenance has been a problem for councils and practitioners for decades. This presentation will walk through empirical evidence of the actual costs to maintenance\, and built and rectify\, WSUD assets. \nThis is based on an actual maintenance contractor\, Wave Maintenance\, and modelling from Wave Consulting Australia\, with over 5 years of on ground\nexperience and real costs for the cost of raingardens\, swales and tree pits.
