\nDes cription: ARR 1987 acknowledged the emerging issue of climate cha nge. ARR 2019 provided National guidance on climate change related rainfal l increases based on advice from an expert group including CSIRO\, BOM and various academic experts.
\n\nThi s hour long seminar will cover what is the current advice on climate chang e relating to flooding and how to implement it in practice. It will also c over how the current interim advice may be superseded. The seminar will di scuss how climate change will affect urban catchments versus rural catchme nts.

\n\nBlacktown City Council and Healthy Land and Wa ter have recently undertaken projects to update their specifications for b ioretention filter media\, transition and drainage layer materials. These projects arose from (i) gaps in the science related to media configuration to achieve desired outcomes and (ii) difficulties sourcing materials comp lying with specifications.
\nWhile the projects produced updated spe cifications\, the above issues remain and it has been recognised that\, in order to successfully implement bioretention systems in the future\, they need to be addressed.

The WSA site has a total catchment area of 1400ha and is situated in the upstream reach es of Badgerys Creek. The proposed WSA trunk drainage network consists of approximately 48km of underground pipe network\, 56km of open channels\, 8 detention and 10 bioretention basins. Adding to the design complexity\, t he detailed design of the drainage network considered four milestone devel opment stages concurrently.
\nThis presentation outlines the stormwa ter management strategy of the WSA site and the design challenges to meet the specific airport operational requirements. Due to the significant chan ge of the catchment characteristics throughout the 4 development stages\, stormwater quality and quantity control requirements were a key target for the design. Other critical criteria for the design included maximum pondi ng duration and no supercritical flow conditions within the open channels. These were addressed through detailed DRAINS software modelling of storm events from the 4EY to the 1% AEP. The modelling challenges and learnings experienced in applying the ensemble of ARR 2019 temporal patterns are dis cussed. This includes the approaches used to resolve model instabilities a ssociated with DRAINS modelling of the complex network of open channels\, storages\, headwalls\, underground pipe network\, diversion weirs and dete ntion basins with associated inlet/outlet structures. The other modelling challenges were the building of large MUSIC models and incorporating the c omplex drainage network in the model.

Current funding models\, e specially the Stormwater service charge\, are not a sustainable option due to significant increases in costs relating to waste disposal\, wages\, an d inflation (construction costs in particular) and no mechanism for review . However\, due to the effects of urban expansion and climate change impac ts\, the need for well-designed and properly maintained stormwater managem ent systems is only becoming more critical.
\nThis forum will provid e information as to how Councils are resourcing stormwater management in d ifferent ways and to discuss the benefits and or limitations of each optio n. \n\nAndrew Thomas – Cooks River Alliance/Stormwater NSW
\nOver the past 30 years\, Andrew has gained experience in in dustries as diverse as heavy industry\, environmental management\, and ass et management across the government\, consulting\, research\, and not-for- profit sectors. Andrew is currently the Executive Officer for the Cooks River Alliance and Acting President of Stormwater NSW (peak body representing the urban water management industry in NSW\, Australia) .

Craig Bu sh – Blacktown City Council/Sydney Water
\nCraig has over 13 years’ experience in working with Blacktown City Council\, the largest council by population in NSW\, as the catchment projects officer and since 2021 as the Waterways Coordinator. He has a key focus on WSUD and integra ted water management to ensure the best outcome for the environment and co mmunity.
\nCraig will start a new role in September 2023 as a Senior Stormwater Planner for Sydney Water.

Alexa McAuley – Civille
\nAlexa has more than 20 years’ experience in gre en and blue infrastructure policy\, planning and design. Alexa has substan tial experience consulting to local government and has helped many local g overnment clients shift water-sensitive urban design from a niche practice to a mainstream activity. In 2021 Alexa reviewed the state of stormwater management in 20 councils across the Greater Sydney Harbour catchment\, in cluding a review of financial arrangements.

Neil Keraunos
Neil has been in volved in catchment remediation for over twenty years in his role at Horns by Shire Council. He has been responsible and has contributed to hundreds of projects in relation to treating stormwater pollution and has actively supported the principles of Water Sensitive Urban Design of remediating wa ter pollution in urbanized catchments in regards to the catchment remediat ion rate program. Neil was awarded a Master of Science (Research) (UTS) in 2008 in water cycle management.

A meteorological template is th e first input required in WSUD modelling and significantly influences resu lts. The creation of an appropriate 10-year\, 6-minute interval template w ith correct PET and no missing rainfall data is a complex process. This wo rkshop equips participants with knowledge and step-by-step processes to en able them to create appropriate meteorological templates. The templates ca n be used in WSUD modelling\, reporting and assessments.
\nWorkshop Overview Part 2
\nOptimization of WSUD models is a manual trial and e rror exercise that consumes more resources with model increases in complex ity and size. This workshop equips participants with knowledge and step-by -step processes which save time in building models to size council/public assets or design treatment trains meeting the Council’s development requir ements.

\nThe workshop is aimed at Maint enance Managers and Cleaning Contractors\, as well as Council staff involv ed in the sizing\, siting and approval of stormwater treatment measures. T he workshop focuses on the guidelines\, produced by Stormwater NSW\, which have become the industry standard and reference document for the maintena nce of stormwater assets across the country.

Challenges i n the current process can incur time and resource costs to both councils a nd consultants\, with sub-optimal results. Traditionally\, creating a WSUD report requires Consultants and Councils to spend large amounts of time s couring guidelines for obscure parameters and files\, manually entering va lues in difficult-to-use software\, and convoluted optimisation and report ing processes. This leads to submissions that are rife with errors\, diffi cult to verify\, and consume precious Council resources to assess\, potent ially contributing to suboptimal outcomes when WSUD assets are delivered.< /span>
\nThis workshop will bring participants together to ident ify challenges faced by stakeholders in the WSUD assessment and reporting process. The workshop will provide a hands-on experience in using and deve loping digital automation tools to generate and assess typical WSUD report s as part of the DA process. Participants are then given the opportunity t o discuss their experience regarding their processes\, typical challenges\ , and identified improvements. This Workshop aims to provide participants with learnings and examples on how they can develop and implement their ow n internal processes to streamline WSUD assessments and reporting.
